Because mass marketers have very liberal return policies, this generally results in customers returning any new heater that is in any way defective or otherwise unsatisfactory.
The major retailers, in turn, send the units back to the factories where they were made.
A large percentage of those returns are brand new, and have never been installed or used. The customer returned some to the mass marketer because key parts were missing. Others were brought back because the consumer simply changed his or her mind. A very small percentage are returned because the units don’t function properly.
At the factory, all returned units are checked out, cleaned, and repaired, if necessary. They are then usually repackaged in plain brown boxes and, in most cases are redistributed as FSR’s. The savings to the consumer are significant!

All NEW Kero-Sun, Toyostove and Toyoset heaters are brand new and in factory cases. Toyotomiusa.com (the Kero-Sun / Toyostove Company) has informed me that they will not cover these under the Manufacturer's Warranty because they are over two years old. This includes the FSR (Factory Serviced Returned) heaters. FSR heaters are refurbished by factory trained technicians and are a great value for someone needing heat and not concerned if there are some scratches or small dents in the heater. Mechanically these heaters should perform like new.
